The Central African Republic has been ravaged by war for the past decade, and the loss of life has often come with the territory.

The Central African Republic has been ravaged by war for the past decade, and the loss of life has often come with the territory.

However, the darker story during this period has been the extent of the rape, mutilation, pillaging and torture that has accompanied the fighting. Something needs to be done about it and calls for a crimes against humanity charge are getting increasingly loud.

The United Nations is well aware of it and a 368-page document, by the Office of the High Commissioner for Human Rights, has been drawn up to try and address it. But what will this document actually do and what does it seek to achieve?

Andrew Gilmour, U.N. Assistant Secretary-General for Human Rights, tries to explain.

“The point is to send a signal, particularly to the ‘big fish’… that we have documented their crimes and will continue to document their crimes,” Gilmour told Reuters.
