The figures for women and children abuse in South Africa have been unacceptably high for a long time and the efforts of the Department of Women have not yielded many positive results.
However, it is the recent highly publicized abuse and murder of South African women and children that has brought this matter back under the microscope.
The Youth League thinks it has the answers.
“The African National Congress Youth League (ANCYL) in the Free State province is disgusted by the ongoing inhumane and barbaric abuses meted against the defenseless and vulnerable women and children by cowards,” provincial spokesperson Sello Pietersen.
“It is our firm belief that the call for a dedicated and highly specialized court system must be established and adequately resourced to attend to the resolution of these crimes expeditiously. Consistently, the current investigative units within our law enforcement agency must be more resourced with highly specialized personnel and state of the art equipment to ensure that these criminals have nowhere to hide in this country,” added Pietersen.
“Whilst as the ANCYL in the Free State Province will be amongst the first ones to defend and promote human rights of all people as enshrined in the Bill of rights, we are equally of a view that these rights are not absolute.
“Additionally, we are quite aware of the important principle of a rehabilitative justice system that does not seek to be punitive in nature but believes strongly in the rehabilitation of the offenders and their re-integration into society, having noted all of these important principles as well as the dark past of apartheid system wherein our people were wrongfully incarcerated and systematically tortured and killed, we are of a strong view that the time has come to introduce a law that makes it possible for the repeat and serial sexual offenders to be castrated.
“We believe that the existing corrective and punitive mechanisms have not been effective as the resurgence of rape and sexual abuse of women and children has been on the rise.”
“Consistent with this view, we believe that the castration of these cowards is necessary because these criminals clearly have no use for these parts of their bodies; they seem to think that the presence of these important parts is a license to infringe and trample on the rights of defenseless and vulnerable women and children. We will ensure that this issue is discussed and resolved on in the upcoming policy conference of the ANC.”
